Setting the upload speeds on the profile doesn't appear to be doing anything.  When users upload they get the full available upload bandwidth.

Hardware: WRT54GL
Firmware: CoovaAP
Settings:

Hello

What is your coovaAP version?
Have you tried more bandwidth measurement techniques? (like uploading a file to a server)
